Camera-Ready Paper Submission Instructions

Dear Author(s),

Congratulations on the acceptance of your paper. Please carefully read and follow the instructions below to prepare and submit the camera-ready version of your manuscript in compliance with IEEE and conference requirements.

Camera-Ready Submission Deadline

  • Deadline: December 30, 2025
  • All required files must be uploaded to Microsoft CMT on or before the deadline.
  • The camera-ready submission link has been enabled in Microsoft CMT.
  • Late submissions will not be considered.

Step 1: Revised Manuscript with Reviewer Comments Highlighted

Authors must submit a revised version of the paper with all changes clearly highlighted to demonstrate how reviewer comments have been addressed.

  • All revisions must be clearly highlighted
  • Save this file using the following format: PaperID_highlighted.pdf
  • This file is for verification purposes only and will not be included in the conference proceedings

Step 2: Final Camera-Ready Version & IEEE PDF eXpress Validation

Authors must prepare the final camera-ready version without any highlights and validate it using IEEE PDF eXpress.

  • The manuscript must be clean, with no highlights, comments, or tracked changes
  • This will be considered the official camera-ready submission
  • Do NOT rename the file; retain the file name generated by IEEE PDF eXpress

IEEE PDF eXpress Login:
https://ieee-pdf-express.org/account/login
Conference ID: 69108X

Steps To Validate Your PDF Using IEEE PDF eXpress
  1. Log in to IEEE PDF eXpress (create an account if required).
  2. Enter the Conference ID: 69108X.
  3. Select "Create New Title" and enter your Paper ID & Paper Title.
  4. Choose “Upload PDF for Checking”.
  5. Upload the final camera-ready PDF (without highlights).
  6. Resolve any errors reported by the system and re-upload if required.
  7. Upon successful validation, you will receive a confirmation email.
  8. Download the IEEE PDF eXpress-approved camera-ready PDF from the email/link provided.
  9. Do not rename the approved PDF.

Step 3: Plagiarism Check

Authors must perform a plagiarism check on the final camera-ready manuscript using standard plagiarism detection software, such as Turnitin or iThenticate.

Please ensure that:

  • The overall similarity index is less than 15%, excluding references
  • There is no AI-generated plagiarism

Save the plagiarism report using the following file name format:
PaperID_plag.pdf

Step 4: Copyright Notice & Electronic Copyright Form (ECF) Submission

Authors must include the appropriate copyright notice at the footer of the first page of the final camera-ready paper, exactly as specified below, based on the authors' affiliation.

  • For papers in which all authors are employed by the U.S. Government:
U.S. Government work not protected by U.S. copyright
  • For papers in which all authors are employed by a Crown Government (UK, Canada, or Australia):

In addition to including the copyright notice in the manuscript, all authors must complete the IEEE Electronic Copyright Form (ECF) through Microsoft CMT.

  • Download the completed copyright form
  • Save as: PaperID_ecf.pdf

Step 5: Undertaking Form Submission

Authors must fill, sign, and submit the Undertaking Form sent via email
  • Complete all required fields accurately
  • Ensure the form is properly signed
  • Save the file as: PaperID_Undertaking.pdf

Final Submission Instructions (Very Important)

Authors must compress all required files into a single ZIP file and upload it to the Microsoft CMT camera-ready submission portal.

The ZIP file must contain:

  • PaperID_highlighted.pdf
  • IEEE PDF eXpress–approved camera-ready PDF (downloaded from the IEEE PDF eXpress confirmation email, without renaming)
  • PaperID_plag.pdf
  • PaperID_ecf.pdf
  • PaperID_Undertaking.pdf

⚠️ Only one ZIP file should be uploaded in the Microsoft CMT. Individual file uploads are not allowed.

Important Notes

  • Papers that do not comply with these instructions may be excluded from the IEEE conference proceedings.
  • Do not modify the PDF after IEEE PDF eXpress approval.
